I Believe it is before 1919 as it has a hand crank.

Looks to me like a 1912 (note the foredoor) that's had some updates.
Bill, it's true that prior to '19 there were no T's with electric start but they continued installing the hand crank through '27 so that's not a good indicator.

Here are some rough dates to parts style changes-
although parts were used untell stock supply was depleted. This would also depend if it was orig. and not been damaged and repaired with wrecking yard parts.
Front fenders -- Flat w/duckbill 1916
Rear fenders --- rounded 1915
Brass radiator - ended early 1916
Carbide lights - last used 1914
Sq side lights - last used 1914
Slanted windshield - last used 1914

Looks like a '13 as that was the year when the slanted windshield folded forward. In '12 the windshield was flat, not slanted and in '14 the windshield folded back.
It's not a '13. A '13's doors go completely to the bottom of the sill. It's a '12 body outfitted with later parts.
